Dell Inspirion 6000 laptop, Windows XP Pro.

All is fine, until an internet connection becomes available - whether it be
through wireless network, normal network or direct connection through ADSL
modem.

Then, ANY programs I ask to open (Notepad, Word, IE, games, anything)
triggers the mouse pointer to turn to the pointer with hourglass for about 2
seconds before returning to just the pointer.

After about 7 minutes, all the programs I asked to open will all load up at
once, so e.g. if I ask for Notepad and Media Player just after connecting to
the internet, 7 minutes later they will appear.

After the 7 minutes, everything is back to normal.

I've reformatted countless times so that rules out ad/malware and viruses (I
think). Help!

Likely it's associated with File and Printer Sharing over your LAC
(Local Area Connection). Windows by default will attempt to find
and map any printers/shared resources when a network is enabled.
If your PC is a Stand-Alone ( no Workgroup ) then you can unbind
the Service from the NIC. There are other more detailed steps and
items to reduce/change how networking is configured.
As a staring point, I would open Explorer, Click Tools, Folder Options
View (TAB) and uncheck/untic "Automatically Search for Network
Folders and Printers". See if that resolves it, if not post back.

Thanks for the quick response, that definately sounds like the type of thing
that could sort it. I've unchecked it, however the problem seems to come and
go randomly - if it doesn't happen again in the next few days then I'll
consider it solved!

No luck with unchecking the 'auto seach for folders/printers' option; the
problem reoccured today. It might be worth mentioning that it only ever
occurs the first time the internet is connected to after a restart - i.e.
after it has occured once, it will not happen again till after a restart.

Any other suggestions?

try CTRL-ALT-DELETE, get task manager up, look at CPU usage, see if a
process is using lots of CPU for that 7 minutes.

Sysinternals Process Explorer may help there too.

Try Boot Log XP by Greatis , that may pick up a process that takes 7
minutes. It goes all the way through bootup too. very good.

Maybe connectign to the itnernet is a erd herring. And you're just
connecting to the internet before things are loaded. But it doesn't
sound like it. You could check by not connecting to the internet. But
try that stuff. You may try changing RAM too. But priority to those
programs

Do you have any third-party appliactions that provide Real-Time Protections
when opening/executing files?
If they eventually open, the application may be scanning each file before
passing it along to execute/open.
