Anybody Here seen Kelly?

For some months now, I have experienced the following after installing
Internet
Security (Norton OR McAffe):

Immediate- Logon time goes from 26-30 seconds to >2minutes.
: Systray Icons intermittently fail to appear.
: Cannot RELIABLY receive e-mails (pop server
errors).
: etc
After a few days- Intermittently after Logon, no Programs will run
(Resource
bound OR blocked).
[After 5 to 10 minutes, all previously
requested programs (queued?)
[suddenly appear - this can include Task
Manager.
: Two instances of Items in 'Startup' will
intermittently appear.
:etc
: Cannot send e-mails (with attachments) of size >
150kb/170kb
(server timeouts).
: Windows Update downloads but hangs on Install.
After 7/8 days ISP connection becomes unstable (intermittent
drop-outs).

I attributed these issues to the NIS/MIS programs, since uninstalling them
fixed
all ----

but recently (only Xp Native Firewall in use) the symptoms returned for one
session - reboot fixed all - Any Ideas ???
