I have received a PowerPoint presentation that appears to have a slide in
picture format (picture tool bar appears when clicked) superimposed over a
normal ppt slide. The animations are active in the superimposed "picture"
slide. How was this achieved?

Sounds to me as though the person imported the picture in "layers" and
animated various pieces. Hard to say without knowing more about what you're
looking at there.
