We have Windows Server 2003 in a workgroup environment, I have 20 Per Device
CAL's installed on the server, and 30 per server CAL's installed, yet when
more then 10 users try to connect to their mapped network drives they are
recieving a "Server has reached its maximum concurrent connections." error
message. Does anyone know what could be causing this? Thanks in advance.

You could try disabling the License Logging Service, tip 7196 in the 'Tips & Tricks' at http://www.jsiinc.com

Actually the problem is now fixed, somehow the Server Share got set to limit
connections to 10, all is well. Thanks though.
