2 questions on one computer with Office 2007

I have US-English as my primary language and Swiss German as the second
language. I tried to use the file:

http://homepage.swissonline.ch/cindymeister/LangFmt.htm

that was recomended in another question/answer, but couldn't find
Tools/Language/set language in Word 2007

Whenever I try to change the toolbox from EN to DE it automatically jumps
back to German. Can anybody help me? Thanks!
