100% CPU Utilization

My Windows XP Machine has been experiencing a problem
that it's never had before lately. When moving the mouse
or dragging a window to a different area of the desktop
causes my CPU utilization sky-rocket to 100%. Everything
I do on the computer is very slow as well. Below you'll
find a list of things I've tried that has not corrected
the problem and my system details. Does anyone have any
suggestions on what I should try next?

Check to make sure CPU fan is working (not overheating)
Check drive for errors (scan disk)
Defragmented the hard drive
deleted all temp file & temporary internet files
Installed all Windows (Critical) Updates
Reinstalled Windows (repair installation)
Ran virus scan w/updated definitions (none found)
Scanned for spyware (all removed)
ran MSCONFIG to clean up the start up area

System details:
AMD Athlon XP 1800+
768mb DDR 33mhz RAM
Windows XP Pro SP1
32mb All In Wonder video card

Go to Start/Run, type eventvwr.msc and press OK. Click on Applications
and then System in the left side menu and look for any Red X error messages
that coincide with the errors. Double click one of these and it will display
the details of what is happening. There is an icon on the details dialog
that looks like 2 text pages, click this to copy the error to the clipboard
and paste the results back here in a reply. This may give a clue as to what
is generating the errors.

Another thing to look at is Start/Run, type: msinfo32 and press OK.
Expand the Components item and click on the Problem Devices. If there is an
entry for a hardware device there, it could be where the problem is coming
from.

Use Safe Mode to troubleshoot the problem. Restart in Safe Mode and see if
you can recreate the problem there.

If no joy, try to restore to a point before the problem occured by using the
built in System Restore utility.

are a couple a\of them:

Automatic certificate enrollment for local system failed
to contact the active directory (0x8007054b). The

contacted.
Enrollment will not be performed.
