0x80040702 Failed to load DLL:ISUtil

Hey Im wondering if anyone can help
I have a Vista laptop and I tried to install PC studio 3 from the samsung
fun club place and it doesnt work just says its removing but Im trying to
install and when I go to unistall it I get this msg
error number 0x80040702 Failed to load DLL:ISUtil

So I cant uninstall it to try to reinstall it
Can anyone Help

Have you tried to uninstall it from the uninstaller provided in the
C:\Program Files folder? Have you tried to remove it from the Control
Panel? How have you tried to remove the program?
