0x00040820 Errors in background synchronization.

I have a user that is using Outlook 2003 SP1 in cached exchange mode, and new
emails have stopped showing up in the INBOX. The OST is around 422MB large,
and whenever Outlook tries to synchronize the error "0x00040820 Errors in
background synchronization" shows up. It tells me that there is more
information in the synch log in the Synch Issues folder, but that folder is
empty.

I renamed the OST and let the client recreate it. All the emails were
downloaded up to the point that they stopped the last time. For example: the
last email in the INBOX was received 1/30/05 at 9:00am. By going into the
OWA I can see that there are 15 newer emails that are on the server that
aren't being displayed in Outlook. So I rename the OST and resynch and when
it's done the newest is the one that was received 1/30/05 at 9:00am.

So I turned off Cached Exchange Mode. Low and behold I could see the new
emails. I synchronized and received the same message (0x00040820). I
unpluged the laptop from the network and started Outlook to work offline and
the new emails were no longer there.

However, if I set Outlook to use Cached Exchange mode and started Outlook to
work offline, Outlook would pull the new emails off the server and save them
in the OST so I could see them wether I had a connection to the Exchange
server or not.

This is not an acceptable solution. The user needs to be able to work
online while in the office. Everything I have found about this error talks
about 2GB OSTs, corrupt OSTs or SP1, but as you can see from my description
that is simply not the case.

Yes, I've already read that article, but since the SP1 has already been
applied and the OST is only 422MB I don't think it aplies in this situation.
