Yet another power-down prob

Since a re-install on a new hard-drive I am facing some
niggling alterations to my PC.
One of them is a power-down problem. In my life with XP
(now pro) I started with XP (home) closing windows AND
shutting off the power automatically, just leaving me to
turn off the monitor, then we went to windown shutting
down the PC and leaving me with "You are safe to turn pc
off" message.
Now it gives me the "windows is closing down" etc but I
don't get the "safe to...."etc message, and the fan stays
on.
Only hint I get is the red light on the case goes out and
I then turn off the power. I don't have an APM "enable" in
my Power options bit in Control Panel, And I have altered
the power options in screensaver screen to ask it to turn
off harddisc after 3mins to no avail.
Does the red light going off signify harddrive turned off?
switching it off manually isn't hard work but it makes me
feel feel like I ain't in control.
