Have you check the following.
Open IE> View> Toolbars> Make sure there is a listing for Yahoo toolbar, and there is a check by it. Make sure that "Lock Toolbars" is also check.
If yahoo toolbar is not there. Make sure that it is listed under Add/Remove Programs in the Control Panel. If it is not listed there, you may need to reinstall the Toolbar from the Yahoo site.
