Yahoo email into Outlook 2003

You don't access to their mail hosts unless you pay for that access.
Did you open and pay for a Plus account?

Is Yahoo the contracted e-mail provider for your ISP? If so, contact
your ISP on their instructions on using the Yahoo e-mail services.

What's your definition of "safe"? What ill effects do you wish to avoid? To
the best of my knowledge, YPops doesn't contain any malware, but I've never
used it myself.
 
I went to their website and even though I have pop-up blocker activated,
practically everytime I moved my mouse on this screen, I got a pop-up that
took me to an inactive site (each one a different site). Just felt kind of
hinky to me and in this day, I'd just rather not risk it. I think I'd just
rather pay the $20 bucks. :-) Thanks!

I get no pop-ups at all. Don't hover over the Infolinks (double underscores).
