XP2 Startup Freeze

To start up XP2 I have to go into safe mode, then shut down completely, wait
about fifteen seconds, then boot up again. Any other combination of actions
results in a freeze on the WIN XP screen. I've removed Norton, removed all
startup programs using msconfig, consulted event mngr, uninstalled and
re-installed SP2, all to no avail. The fact is that it is easier to boot up
as I described, but it's just not right. Does anyone have any other
suggestions?

I recently had a problem with my PC booting from a cold state. It would
always freeze at sometime during the boot process. I discovered my power
supply was defective. Swapped it out and problem was solved.
