XP won't downsize a photo when sending an e-mail attachment

When using My Pictures, and attempting to send an e-mail attachment of a photo there is supposed to be a pop up menu that allows you to shrink the photo, and it should give you three options for size. When I click on Send an e-mail, it goes directly to an Outlook Screen, and the pop up menu does not appear.
