Xp wont boot

Have tried booting from recovery cd and and from downloaded floppy(from MS). But still wont boot. Just hangs up and quits responding. How do I get to a command line and try to work around this issue? Or some type of way around it? About to pull my hair out! Any and all help would be greatly apreciated. Thanks
 
I have a windows millenium and a 98 startup disk I use to get the the command prompt. I tried that ms-dos disk that xp makes, but it won't let you acsess a hard drive, and the recovery console won't let you do anything worthwhile.
