XP "win min" ? running when shut down or log off

When trying to log off a user or shut down, I get message
to wait program "win min" is running, yet it doesn't end.

If I look in task mgr it doesn't appear.

I than have to click button to end task maunaully, then it
shuts down.

This happens every time now. Can anyone help ?
