XP Will Not Shut Dowm

I cannot shut down XP (SP1) without first switching to
another user. I get the error message "WSAEADDRINUSE
Listen on Port (), bind () failed."

Checking the Windows Error Log, I get the message "The IP
address lease xxx.xxx.x.x00 [where the x's stand for the
IP address of my Lynksys WRT54G router] for the Network
Card with network adress 000C411D6211 has been

denied by DHCP server xxx.xxx.x.x (The DHCP
server sent a DHCPNACK message).

I can otherwise use the computer OK and connect to the
Internet. I have not yet tried to network with my laptop
figuring that this error could cause a problem.

I would greatly appreciate any suggestions on how to

Usually problems like this are because a program is running in the
background, refusing to shut down gracefully. Most often the rogue
program is a virus or spyware. Here are general troubleshooting steps:

First, go to Start>Run and type "msconfig" without the quotes. Look on
the Startup tab and disable anything that isn't necessary. Here's a
link to a site where you can look up the items you find:

You don't need to restart your computer immediately. When you do reboot,
you'll get a notice that you've used the System Configuration Utility.
Just check the box that says in effect, "don't bother me with this
again" and OK.

Now, prepare your tools. Make sure you have a current antivirus and its
definitions are updated. Get the spyware tools I'll mention in the next
paragraph, install Ad-aware and Spybot, and update their definitions
also.

Get Spybot Search & Destroy from www.safer-networking.org and Ad-aware
from www.lavasoftusa.com. You may also want to run CWShredder and
HijackThis from http://aumha.org/freeware.htm. Although CWShredder is
no longer being updated, it will still clean older variants of the
CoolWebSearch malware. Please read the instructions carefully.

Now that you've got your tools ready, reboot the computer and go into
Safe Mode by repeatedly tapping the F8 key as the computer starts up.
Choose "Safe Mode". Once in Safe Mode, scan with your antivirus. After
you've scanned with that, scan with the spyware removal tools.

Also, make sure you've visited Windows Update and applied all security
patches. Do not install driver updates from Windows Update. Make sure
you are running a firewall.
