XP users can't cancel print jobs or change time on domain

Does anybody know... My Windows XP users that are logged
into a domain as a user can not delete print jobs on a
shared printer, and they can not change the time on their
local workstation. Only administrators can do that. So
if somebody jams a print job, nobody else has access to
delete it, and nobody can update to the correct time.
What kind of security setting do I need to setup for them
to be able to change it. I don't want everybody to be
administrators of the entire domain.

It designed to work that way on purpose. XP users logged on as Limited
Users, do not and should not have the right to change the system time, or
delete print jobs they did not submit. Instead of making everybody an
Administrator, you could pick a key person(s) and add them to the Power
Users group. Just don't give this responsibility to everybody, because
Power Users can do other stuff besides the above (such as installing
programs including programs with viruses/worms/Trojans).
