XP User Access to Programs

Is there a way when adding a new account, such as my son's, that I can pick
and choose which programs he can, or cannot run? Also can I block websites
he can't view? Like on a network server?
 
www.dougknox.com, Win XP Utilities, Windows XP Security Console. With the licensed version you can restrict a user from running specific programs.
