It is looking for a previous version of Windows, 95, 98/98SE,
Millennium, NT 4.0, 2k or if it is Pro, XP Home. You must complete
this step, or you'll go no further - that's why a retail upgrade is
cheaper than FULL RETAIL, you are transferring the license for the old
to the new, but to keep in EULA, you have to keep the OS you upgraded
from, even though it is no longer installed.
Also, a legitimate non-pirate Upgrade CD does have the word
"UPGRADE" embolden into the holographic label, at least the 3 I have
do, and the 2 OEM's and 1 FULL Retail say for PC's without windows.

I bought/installed a copy of xp pro on my new computer (which had
nothing previously), and everything was okay til i had to re-format. i
tried reinstalling it, but all of a sudden its telling me that its an
upgrade-only version and to insert the cd i originally upgraded from
(windows 98, me, etc...). On the cd itself, it says nothing about
being an upgrade only version. What do I do?
