XP Upgrade Language Problem

I am trying to upgrade from an English version of Windows
98 2nd Edition to an English version of Windows XP home
but am receiving the "language of this installation
differs from the one you are installing" message when
attempting installtion. Can anyone tell me which files or
setting determines the language of Windows 98. The PC is a
Packard Bell Pentium 3 in Australia if this helps.

Damien,
I am having the same trouble,(I am aso in Aust) my
computer is also a PB pentium III, 933mhz. The operating
system is Win ME. I have been in touch with PB and they
advise me that they have a patch that will fix the problem
but it will cost me $55. They also said search the
Microsoft site and you may find the patch there. Have
tried that couldn't find anything. Tried to get support
from MS but you have to enter PID, if you enter the Win
ME PID, MS won't except that as it is a OEM version, so
you have to go back to PB. I think it stinks I have a
software packaged purchased in good faith but to use it I
have to pay out more money. Can anyone help me and Damien,
please
