XP System Sounds ARE NOT WORKING

In Control panel I have Set all my Sounds

like For Windows Startup and Shut down... While in Sound I Check to see
if They Are all working.. And The DO work..

But There is No System sounds when starting windows or exiting windows..
Error Wav does not work either...

But under a Test it WORKS!! or using Windows Explorer c:/window/media //

DONNOT Tell me to INSTALL NEW Drivers Because All other Sounds
Work..Mp3's, Wav Files , CDA
Now Here is the CATCH..


If I Create a NEW USER and start up as that USERS All The SYSTEM SOUNDS
WORK FINE.. if I FAST SWITCH USERS to myself All The Sounds Work!!!
But They DONNOT WORK if I LOG it As the first user ... Sounds also work
AS a GUEST!!!
PS.. I am ADMINISTRATOR!!!

WHAT went wrong with XP!!! 2yr old installation..

Kelly's Corner is of No HELP!!

A Google Search comes up Mostly with FORMAT and Reinstall..

PS... My NEW MAIL.Wav Sound Works Fine with Netscape (MoZilla) and
that Mail File is in c:/windows/media

What Program PLAYS those Media Files when The Computer Starts up!!!
