Can anyone guide me to instructions on re-installing system restore on an XP
machine with SP3. The S2 procedure doesn't work....

Like so much else, System Restore in WinXP is a
"service." If you cannot turn on SR via /Control Panel/System
this may hint that some essential Service has been toggled off.

What makes you think (1) that you *need* to re-install System Restore
and (2) that the "S2 procedure doesn't work"?
