XP System Restore- unwanted system restore upon restart

Whenever system is restarted it restores itself to a previous restore point.
This is happening on its own and has not been selected. Here is some history.

A few weeks ago was having problems installing WGA KB 905474 which had
successfullly been installed previously. It was downloaded ok, but failed to
install - error code 0x8007006- invalid handle. At the same time KB 916281
was being asking to be installed every time I restarted the system. Yes, my
copy of Windows is valid and has been validated numerous times. I followed
various instructions in this group referring to downloading updated KB
905474 files but they still returned the invalid handle error code.
At this point I used System Restore to restore to a point prior to the start
of these problems. I was no longer prompted to download WGA KB 905474, but
now every restart was a System Restore point prompting re-install KB916281. I
then re-installed System Restore following outline procedures and all was
fine for about a week. I then ran a test on System Restore, it restored from
the correct point but now restores to the same point every restart even
though more current restore points have been and are being generated. I've
searched the Net for this problem and cannot seem to find anything on this
automatic "phantom " restore. One other point, I believe that it still
restores even if System Restore is shut off in the properties window.

Use Start - Run - MSCONFIG and go to the Startup tab. Check through
the list for any item that mentions System Restore in the description
or which mention rstrui.exe in the command. Click on the checkbox
for that item to clear it.
