XP SR2 safe mode command prompt

XP SR2 safe mode command prompt?

I put a new program on my computer, now nothing appears on my desktop? I am
getting the following messages:

Aserinit.exe unable to locate component.
This application failed to start because MSVBVM60.DLL was not found.
Reinsattling the application may fix the problem.

And this error as well.

Error unable to load service configuration object:
ContainsSysSvc.ServiceConfiguration

When I startup pressing F8 and select Safe Mode with Command Prompt, no
Command Prompt is available, I’m simply returned to the empty desktop in safe
mode?

My system is XP SR2

Boot off the XP CD - go to recovery console
2. CHKDSK - if no errors found - proceed to step 3. If
you have errors, do a
"CHKDSK /R" - No quotes
3. CD system32
4. REN userinit.exe userinit.old
5. Expand <cdrom>:\i386\userinit.ex_ - make sure you
get "1 file expanded"
6. Exit
7. Let Windows XP boot up

Boot off the XP CD - go to recovery console

Windows XP came with my computer, but I do own a separate copy of Home XP
upgrade for another system I have. Can I use that, if I can how do you boot
with a CD?
