XP SP2 hangs during "Running processes after install"

I am attempting to install SP2 on XP Professional.

I have closed all running programs and temporarily
deactivated Nortons Internet Security. The install
proceeds to the point where the status says "Running
processes after install". The progress bar is almost at
50%.

The program then hangs at that point. The system uses no
CPU, and there is no activity for well over an hour.

I have tried the install logged on as 'Administrator' and
as another Id with admin rights. Same result.

This system is running SQL Server and I have tried the
install with the SQL services both stopped and started.
Same result.

What could be wrong??
