XP SP2 Firewall Configuration

Windows XP Service Pack 2 Firewall dos'nt block any programs for access to
the internet !

How to solve this problem?
 
WinXP SP2 Firewall blocks incoming traffic only.
If you wish to block outgoing traffic, you should obtain another firewall
e.g. Zone Alarm.

It's no a "problem." WinXP's built-in firewall isn't intended to block
outgoing traffic.
