XP: shutdown but no restart

When I issue a "Shutdown & Restart" command, XP shuts
down but fails to restart. I then need to press the power
button to turn on the computer.

This also occurs during overnight updgrades by my IT
department which cause a reboot: I come to work to a
turned-off computer.

This problem started in the last few weeks (i.e. it was
not always this way), but it took me a while to notice it
so I can't pinpoint the change that destabilized the
system.
