XP Repair question

I want to do a repair install of Windows XP Prof. I've tried three times,
and I think it's been successful. However, the problem remains that I am
not able to get the PC to take an IP address. I would rather not have to do
a fresh install of XP if I can help it.

The strange thing is each time I go to do the XP repair install, (after
placing the XP CD in the drive and booting from the CD), I get a message
stating:

This computer is already in the process of being upgraded to Windows. What
do you want to do?
*To continue the current upgrade, press ENTER
* To cancel the current upgrade and install new version of Microsoft
Windows, press F10.
* To exit setup without installing Microsoft Windows, press F3.

I've tried the second option a couple of times and the first option once.
What I don't understand (since I've never seen this happen before) is why
I'm being given these prompts when Windows has been installed. Windows, to
my knowledge, without the CD, is NOT in the process of upgrading to Windows.
It ALREADY has Windows on it (the same version that was on it before placing
the CD in the drive to do the repair install).

Can anyone provide any reason or idea as to why I'm being prompted with the
above? I thought that when placing the Windows CD into the drive and
booting to it that it should start the install process and then once it's
done that, it should ask if I want to repair Windows.
