XP Remote Desktop

Is there a way to use XP's Remote Desktop (RDP) so that when you log into
another session it does not lock the computer and prevent another user from
using it while a remote user accesses files and programs?

Unfortunately, No

If RDP is not going to provide a solution is there any other application
that would give me the ability to access another session without locking
other sessions? I am aware that Citrix server give users the ability to
access other sessions but that can be quite expensive to implement.
