XP Re-Install Issues

My brothers computer was full of bugs and other such nonsense so it was
decided that it would be beneficial to format the hard drive and start anew.
By the time I got around to doing it the computer had completely stopped
working, going in a continuous loop of starting and going to the windows
screen and rebooting itself. Since I didn't see this as a problem as I was to
format it, I continued. I got to the 'agree to license screen and pressed F8,
but after the scan of previous winows installations it said that 'setup
cannot find a previous version of Windows installed on your computer. To
continue, Setup needs to verify that you qualify to use this critical upgrade
product. Please insert one of the following.....'

Now here is the problem, I am installing Windows XP Home Edition, and the OS
I am replacing is Windows XP Home Edition, it is not an upgrade it is a clean
install over a OS that was clean installed a year or so ago. It used to be
Windows 2000, or ME, not sure which, but that was changed a year or two back
to XP without any hassle. So how can I insert a disk for something in which I
do not have or need? Any help would be greatly appreciated as I am completely
lost.

To update what has happened, I tried to go through the Windows Recovery
Console, and thought that be formatting the C: there I could clean install as
it would not think it was an upgrade? I don't know, but it was formatted and
I am still running into this error. Any help would save the day thanks.
 
Hi Root,

Check the install CD that you are using......is it an Upgrade CD? If so,
then that is why you are receiving that message during Setup. If you're using
an Upgrade CD to perform a clean install, you need to insert the install CD
from a previous operating system in order to prove qualification for using
the Upgrade CD vs. the full install CD.

It is not an upgrade CD it is the full one as I have formatted this same
computer with it not a year ago. That is what I don't understand, it is
acting like it is an upgrade CD when it clearly is not. I am lost.
