I believe you need to explain what you expected a bit more.
The upgrade from Windows XP Home Edition to Windows XP Professional Edition
adds some features and abilities - but should levae everything completely
intact. Accounts, installed software, everything.
Why would you expect anything else from an "upgrade"?

lets say i wanted to set up a new account,
so i go to CP>user accounts, its still the same, i cant set up user groups
ect... or add the person to a group
