xp pro shutdown

SP2 XP pro
Start | Turn off | TurnOff does nothing
Start | Turn off | restert works fine


Just click on the Turnoff and nothing happens.

I would like to switch from the icon to the list to see if that fixes it but
don't know how.

Any assistance is appreciated
