XP Pro - dial-up cannot reconnect to net after disconnect

Since reformatting my hard disk and reinstalling all
software recently, I often cannot reconnect to the
internet after disconnecting my modem connection. I have
to re-boot to reconnect successfully.
It seems to be happening more and more often, and now
typically I only get one successful connection then have
to re-boot. Sometimes it even happens on the first
connection.

I am running XP Pro with all updates applied as far as I
can see, except for some large ones affecting multimedia
applications which I do not use.
I use IE 6, Outlook 2002, and Zonealarm firewall. It does
not seem to be related to suspend and resume, and I do
not use a screensaver. I have turned off the firewall and
still get the problem, though maybe the firewall has been
on in the first successful connection

Message from MS Outlook 2002

Or

Message from MS IE 6:
The page cannot be displayed
The page you are looking for is currently unavailable.
The Web site might be experiencing technical
difficulties, or you may need to adjust your browser
settings.

Message from ATTglobal.net dialer (which calls the XP
dialler):
Unrecoverable socket error
(and similar messages)

I see other message headers in the newsgroup which seem
to refer to the same problem, but they are old and the
contents are no longer available.
