XP Pro blocking downloads

I recently upgraded from Windows XP Home edition to XP Pro and now my
browser, Internet explored, will not download files from websites. I've
tried all the suggestions about enabling downloads in the Security setup,
clicked "Download File..." in the information bar, etc. but files simply do
not download. I use Zone Alarm Pro for my firewall and (it appears) SP2
knows this, but still nothing will download.

Any suggestions?

Thanks for your reply, but if you noticed in my original question, I am
simply to do ANY downloads from the World Wide Web. I've tried all the
tips, suggestions, and help messages Microsoft offers, configured my system
accordingly (including the one in the hot-link you sent) but still there is
no downloading. All the preliminary indications are "Oh yeah, everything is
just fine... download about to commence", but when the little downloading
box pops up and the pages fly from the globe (internet) to the file folder
(my hard drive) nothing further happens. No Estimated time left, no
transfer rate announced, no movement of the green progress bars (sometimes
one, sometimes none), and ultimately (after minutes or hours, the operation
timed out message appears. I am at an utter loss.

Clay, not sure but I had a similar problem because I was running Zone alarm
and also the winxppro firewall. Are you running both?
I did two things. Upgraded to SP2, problem went away. Later problem
returned, and I think running two firewalls was a problem. I shut down Zone
Alarm, ran only with the XP firewall, and was able to download OK.
