XP Password Problem--Need Help

Situation
User's password is about to expire on the domain
User is part of local power user's group
User attempts to change the password for the domain on the XP PRO machine
User receives message: You do not have permission to change your password
User must then go to an NT workstation, change password, then logon to domain on the XP PRO machine.

I cannot find out how to resolve this issue, please help!!!!!!
 
Microsoft have made a hotfix to solve this problem, try to see Q328817 on Technet.
