XP - Organized grayed out

One of my user's Organize is grayed out under Tools.

Any idea what could cause this to happen?
Outlook XP SP3.
 
I have seen this before. I did an add/remove programs,
selected Office then change, and made sure that everything
under Outlook was selected and selected to run from the
computer.
