XP installation issue

I recently installed Win XP Pro on a pc and the usual step to list the user
name for each XP account does not appear. I can install XP, but when I go to
the control panel\user accounts and try to add an account, the account
defaults to adminstrator and I cannot set up the account to have limited
access. Has anyone experienced this issue before? If so, what was the work
around.
 
Usually you can not change the account is it is password protected. The
easiest way is to restart your PC, pressing F8 for a few seconds. You will
get a option screen, highlight safe mode and enter. Then go in the
Administrator section.. go to the Control Panel and user accounts. You should
be able to reset it then.
