XP ignores shut down command

I have a computer with XP pro and it seems to run fine most of the time, but
sometimes it will ignore the shut down command. I go to Start, Shut Down and
after I confirm Shut Down I just end up back at my desktop. The computer
will continue to run programs and act pretty normal, but I have to hold the
power button to shut it down.

I've been through a dozen or so posts but none of them seem to have the same
issue I've got.

How do I troubleshoot this?

a way to get the PC to properly shut down.

I did:

Press <Cntrl><Alt><Del> to bring up the Task Manager
Click on Users if not the front-most window / Highlight your user if it
isn't already.
Click on Logoff
This lets me log off, then I click the red Shut down and the will PC shut
off even though it's balked before.

I have no idea why this happens. After sending this, I'm going to shut down
as I show, above. If I find I've missed something, I'll be back with a
correction.

Yes, this is what I do and I hope it works for you. And when I say "Click
the red shut down" above, this is the shut down button in the lower left
corner of the Windows Logon screen that you may have never used before. Once
you click the red shut down, it brings up the normal small window with the
Shut Down and Restart options. Clicking this Shut Down after having logged
off as I describe will shut off the PC even when trying it without this
logoff first results at times in returning to Windows without shutting off.

From your post, this issue occurs intermittently, it is always hard for us
to troubleshoot such kind of problems as we cannot reproduce the issue in a
fixed pattern. However, based on our experience, I would provide the
following suggestions to help you.

Suggestion 1:
===========
If you have applied the latest updates and service packs on the Windows XP
Pro machine. If not, please download all latest updates and service packs
on the problematic machine to test the issue again.

Suggestion 2:
===========
To isolate the influence of additional applications, please boot the system
into a Clean Boot environment to see whether this problem continues:

1. Unplug all the unnecessary devices, with only the keyboard and the mouse
left.
2. Click Start, click Run, type "msconfig" (without the quotation marks) in
the Open box, and then click OK.
3. In the Startup tab, click the "Disable All" button.
4. In the Services tab, check the "Hide All Microsoft Services" checkbox,
and then click the "Disable All" button.
5. Click OK and restart your computer.

Suggestion 3:
===========
I suggest we restart the computer in Safe Mode to see if the problem also
occurs in this mode. Safe Mode loads a minimally protected-mode
configuration, disabling Windows device drivers and using the standard VGA
display adapter.

1. Restart the computer.
2. Keep pressing F8 key until the Windows Startup menu appears.
3. Choose the Safe Mode, and press Enter.

Note: Some third party applications and hardware devices cannot be used
during Safe Mode. You will temporarily be unable to connect to the Internet
while in Safe Mode.

Suggestion 3:
===========
If the problem persists in Safe Mode, you may perform Hardware Clean Boot
to see if the issue is caused by certain hardware device.

1. Click on start and click on run and type devmgmt.msc.
2. Under device manager first click on the plus mark next to Sound, video
and Game Controllers.
3. Right click on each device underneath that and if you have the disable
option, click on it.
4. Do the same thing to Network card, Modems, Floppy drive, CD-ROM drive.
5. Finally disable Display Adapter (Note: Always disable the display
adapter as it's going to prompt us to restart the computer).
6. Once display adapter is disabled it's going to prompt for a restart.
Let's restart the computer.
7. Once the computer starts backup see whether the problem persists. If it
does not start doing divide and conquer on the disabled devices.
8. Once we track down which device is causing the problem we might want to
update the driver for the device.

In addition, I'd like to suggest you refer to the third party website that
contains more methods to troubleshoot shutdown issue:

Thanks much - that worked for me too. I just had this same type of shut down
problem on my laptop and was able to bring it down gracefully using the steps
you outlined.

Still, I wish I knew why. I was expecting that I would find error messages
in the Event Viewer but nothing. Is there anyplace deeper I could dig to
find out why this happens?
