XP Home with SP 2 cannot shutdown or restart from Start menu

Starting about 10/27/05, my XP Home system with SP2 will not shutdown or
restart, no matter how many times I click on the buttons. It can hibernate
normally. From past experience I know that if I wait long enough, sometime
in the next six months or so, shutdown and restart will start working, but
then after a time they will again stop working. I would like to know what
box in which option list in which system page I need to check or uncheck to
fix this problem, or whatever else it takes.

None of these suggestions address my problem. When I click Shutdown or
Reboot, the screen wiggles, the hour glass appears for about 1 second, and
then nothing else happens. The computer responds normally afterwards. It is
not a slow shutdown -- I have waited 15 minutes for shutdown to occur, and it
doesn't.
