XP Home -Windows Welcome Dialog Boxes

I am trying to setup XP Home with a Sysprep.inf file so I can setup a XP Home
image.

I am used to using sysprep.inf in the corporate world and having sysprep.inf
answer all the dialog boxes during mini-setup. I have found that XP Home does
not have a mini-setup.

My question is this:

How do I setup my XP Home image to automatically answer the "Windows
Welcome" dialog boxes? Is there another answer file that you use instead of
sysprep.inf? If so, how do you do it?

Even if you check the box "use mini-setup" in sysprep?
