XP Home: other users can't send mail, don't get IE popups

Dear Friendly Knowledgeable XP Persons:
I have Windows XP Home and I always install upgrades whenever Win XP
says they're available. After one such upgrade about a week ago (at least
I *think* that was the cause), other Win XP Home users besides myself
could no longer:
- follow certain hyperlinks from IE 6 that brought up pop-up windows.
Nothing
happens. (For example, they can't compose a message for this newsgroup
using the browser interface -- there's no response to the [New] button.)
But, an interesting information dialog pops up
for other users (not me) when they right-click on
one of the un-followable links and select 'Print Target':

This got me to thinking the whole problem is one of permissions. I have
some permissions that everyone needs -- but what? shdoclc.dll is
readable by all, as far as I can tell.

- send/receive email using Outlook (not Outlook Express). When they click
on
the Send/Receive button they get: "You don't have
appropriate permission to perform this operation." A showstopper.

I thought that by doing a System Restore to about one week back that I'd
get everybody back on track, but nooooo. I could go farther back, but I'd
rather be going *forward* and tracking the ever-better Win XP upgrades.
Plus I'd like to understand *why* this is happening.
