xp home install problem

conundrum!
my nephew was trying to reinstall xp home in safe mode,
install started and some files were deleted, he then got
the message that set-up could not continue in safe
mode.However, it seems to be impossible to reboot in
normal mode because of the file deletion. There seems to
be no o.s. to reboot into. How do we go about formatting
the hardrive? Is there a way to boot into dos to fdisk? Is
there some type of application that can be booted from cd
that would format the drive? Even when the install cd is
taken out we still get the set-up cannot continue in safe
mode message. Please advise on how to wipe the drive so we
can get back to square one with a fresh install of xp home.

Just boot from the Windows XP CD and follow the prompts for a
clean installation (which is what he should have done in the
first place). It will do the reformat for you.
