xp home has llogins but nobody knows the passwords

My mom let my little brother use this computer, and I guess he figured out
how to add users and password protect them, however, none of the kids
remember the passwords. How can I delete all the users and make a new
administrator?

It sounds like your child did more than just change passwords.

Put your XP CD in the CD drive (assuming its not a recovery type CD) and
then open a Command Prompt windows. Enter the following commmand:

EXPAND -R X:\I386\SYSOC.IN_ C:\Windows\Inf

Where X is your CD-ROM drive letter. This assumes that Windows XP is
installed on the C: drive.
