XP home edition and Task Manager

Is the Task Manager supposed to run under Windows XP home
edition?

It seems to come up about 1/4 of the time and then quickly
disappear. I was once able to quickly get to "processes"
and sort based on CPU usage, but then the task manager
disappeared.

The CPU is being used 100% of the time for something on a
frequency of once every 10 seconds or so. Without the
task manager, how does one determine what the CPU hog is?

A search of this group for a topic often reveals similar queries and answers.
For "task manager", you might have seen this frequent post, from Bruce
Chambers...

This behavior, which also often applies to MSConfig.exe and
Regedit.exe, is typical behavior of more than one virus/worm, the
three below being the most common:
