XP Home Downloading and installing Spybot

I suspect that a clients computer is infected with a
spyware/trojan/malware programme and it's probably
Startpage. Panda Platinum 7 says no virus, Adaware says
no suspicious items but a) I cant download Spybot - I get
a "unable to create temp file" error message and b) cant
see the Spybot executable (downloaded via another PC) on
either a CD or usb memory stick! (yes it is there).

It's as though the trojan knows that I'm on to it and is
doing everything possible to stop me!!

Before cleaning the hard drive I would like one more try.

Any ideas?

ps I have tried everything including duplicating the
above steps in Safe Mode but now I'm really stuck
