I re-installed XP home because I was having several problems with my system.
The installation seems fine and everything seems to work but.......c:program
files was not replaced. All of the old programs and data are still there. I
obviously messed up somewhere, just don't know what. Suggestions??

You must boot from the XP install CD. Your BIOS must be set to see the CD
drive as the first boot device. When you boot from the CD you will have
options to format, partition and then install Windows XP. Do a Google
search for "clean install of Windows XP" and you will have a ton of
information on how to do it. You can also search the Microsoft XP websites
for detailed instructions on a clean install of XP.
