xp home account security

I have four users with their own account. I am the only
administrator, password protected. I occasionally find
that one of the users has changed from limited account to
administrator, and loaded software.

I have changed my password, but the account still gets
changed. Has someone found a way around the security. If I
upgrade to XP pro will it give better security?

Have you bothered to set a strong password on the built-in
Administrator account?
