XP Home access denied

I had to rebuild my pc and when I access the external IDE drive (USB) with a
non-admin account I get an access denied message trying to delete or copy
files.
If I use the admin account it's ok. This 2nd drive is NTFS. This is using XP
Home SP2 for the OS. I'm about ready to format the 2nd drive and then recopy
the folders. Any ideas are appreciated.
 
only the admin account should have the security to delete files.
Check the attributes of the folders.
 
Before I rebuilt the PC I was able to copy and delete files on the external
drive without any problems using either account. I did not rebuild the
external drive. I have tried solutions mentioned in Microsoft articles to no
avail.
