No, the file must be in the root of the System Drive alongside the
Boot.ini, ntldr and NTDETECT.COM files. To resume from hibernation this
file is needed during the very early stage of the Windows boot process,
during that early booting stage there is only a rudimentary mini file
system driver available and the mini file system driver can only access
files in the root of the system partition.
