Is the simple XP Firewall that comes with Home Edition turned on or
off by default?

You are a ****tard deluxe today! He didn't ask how to turn it on, you ****ing pillock, he ask if it is on by default in XP! Why don't you read first, and stop this react, and post to seeing mind(less) activated words that start your two brain cells firing off!

It really "just depends."

If you use "create a new connection" in Network Connections, the
firewall is not enabled by default. If you run the network wizard, it
will offer to enable the firewall for you. If you run the Internet
Connection wizard from IE or OE, it is on by default.

Either way, the firewall can be easily turned on/off by using the
properties sheets of any connection list in the Network Connections
folder.
